The Senate plan would permanently reduce the corporate tax rate but allow cuts for households and individuals to expire. While big corporations would be big winners under the tax bill, many small businesses would see no benefit or higher taxes. To help fund tax cuts, Republicans have added a provision to their tax bill that would repeal the Affordable Care Act’s individual mandate, causing premiums for all to rise and 13 million fewer people to have health insurance within a decade. The CBO projects the current bill would add $1.7 trillion to the deficit. Furthermore, the CBO projects that a re-write of the bill that would comply with deficit rules would ultimately be financed by gutting crucial programs, including Medicare. To satisfy fiscal hawks, the bill may contain a trigger to raise rates automatically (although not clear if on corporations or individuals) if tax revenues fall short of projections, which would likely kick in during slow growth, destabilizing the economy. As changes continue to be made and a vote is expected this week, there have been no hearings, no legislative text and no final CBO score. The Senate vote will be very close, and with all Democrats likely to vote no, Republicans cannot afford to lose more than 2 votes.
